Is the cost of living in Houston, Austin, or in Texas in general high?

The cost of living in Dallas, Houston and Austin is somewhat high, but relatively lower when compared to other larger cities in the U.S. San Antonio is very low, as is most of Texas in general. There's no state tax, property taxes are high, but not unreasonable, energy costs are good, and housing is very reasonable.
